Our History
Crossroads Mediation Services was founded in 1995 by James Cross, an attorney who believed litigation should be the last resort for agencies in conflict.
Initially offering divorce and employment mediation in the private sector, the firm became a GSA-approved vendor with EEO services in 2002. Since then, Crossroads has grown into one of the largest providers of Mediation, EEO Counseling, EEO Investigations, and Final Agency Decisions.
Fabienne Wilson joined the firm in 2007, eventually purchasing the company in 2017. Crossroads has continued to take on more EEO matters each year under her leadership and has become a standout leader among woman-owned EEO firms.

Fabienne Wilson, President
Ms. Wilson has been a force behind Crossroads for 15 years. She previously managed the company’s information systems, security, operations, and financial processes. She has a deep understanding of the company’s daily operations and the needs of Crossroads’ long-standing clients, and she looks forward to partnering with new agencies. Ms. Wilson purchased Crossroads from James Cross in January 2017.
Kate Holt, Rebecca Speck and Joanne Levesque, Project Managers
Ms. Holt, Ms. Speck, and Ms. Levesque serve as Project Managers for Crossroads, overseeing the coordination and timely progress of hundreds of EEO investigations each year. As primary liaisons between federal agencies and the investigative team, they ensure efficient communication, workflow, and case management across multiple contracts.
Ms. Holt, a former EEO investigator with more than eight years of experience, brings a strong understanding of the investigative and counseling process and agency needs. Ms. Speck has been with Crossroads for over 20 years, bringing extensive experience in investigations, counselings, final agency decisions, and legal analysis while managing multiple agency contracts with precision, consistency, and compliance.
Ms. Levesque provides project management oversight for agency contracts and serves as essential backup for the project management team, ensuring continued coverage and support at all times. Together, they embody Crossroads’ commitment to excellence, efficiency, and responsive client service.
Mary McGoldrick, Carol Moulton and Ruth Hall, Case Reviewers and SME
Our strong review team provides detailed oversight of each and every report developed by Crossroads’ counselors, investigators, and FAD writers. They each have extensive human resources, legal and EEO experience with the federal government. They provide invaluable input into the quality and review process of the cases before they are delivered to the customer.
Joanne Levesque, Bethany Lauster, Mary Anne Moreau Production Team
The Crossroads Production Team plays a vital role in ensuring every case is processed accurately and on time. Under the direction of Joanne Levesque, Production Manager, the team coordinates the production and delivery of investigations, counseling reports, and final agency decisions in full compliance with agency requirements.
Ms. Levesque brings extensive experience in managing complex EEO workflows and supporting both investigators and agency partners with precision and care. Together, the production staff maintains the highest standards of quality, confidentiality, and attention to detail that define Crossroads’ reputation for excellence.
Mediators, EEO Counselors, EEO Investigators, and Final Agency Decision Writers
Crossroads has a team of more than 65 highly experienced professionals nationwide, many of whom have worked with the company for years. They come from a variety of backgrounds, including law, EEO management, Human Resources management, and business. Each has received extensive training in EEO law and procedures, including annual training from Crossroads.
